Falacy of Rudd approach of constant returns to scale

Rudd is reported to be micro-managing, tight personal contral or contral freak, lack of consultation and short term focus of the media and politics.

He was probably successful in that way during his Queensland bureaucracy. He would be successful in many smaller scale projects or businesses.

He, however, has been unssucessful so far in his prime ministership using the same approach.

Is that due to a mechanical application of constant returns to scale?

I think that could be an explanation.
